Technical Mission in Mexico
"Housing finance model in Mexico"

Uniapravi successfully completed its Technical Mission in Mexico from November 26-28, 2025. This mission provided a forum for dialogue, knowledge exchange, and the sharing of best practices. It included visits to various public and private entities in the housing finance, construction, and urban development sectors, as well as presentations, discussions, and a field visit.

The event was attended by 22 international participants, including delegates from the Confederation of Small and Medium-Sized Construction Companies of Argentina, the Institute for the Promotion of Insured Mortgages (FHA), Cementos Progreso, the National Mortgage Credit Bank (CHN), the Central American Housing Association (ACENVI) of Guatemala, the National Development Bank (BNF) of Paraguay, and the Dominican Association of Housing Builders and Developers (ACOPROVI) of the Dominican Republic.

During the first day of this Technical Mission, participants explored and learned firsthand about the policies, programs, and solutions for reducing the housing deficit, such as the Housing for Well-being Program (PVB), which addresses housing regularization and land management, urban planning, territorial organization, and safe, accessible, and sustainable mobility in Mexico. They also analyzed the mortgage and real estate market, experiences with financing solutions for housing developers and individual clients, energy efficiency, and the digital transformation of the Mexican mortgage sector.

On the second day, they analyzed the role of development banks in housing finance and the experience of SHF Mexico in financing schemes, guarantees for developers and builders, sustainable housing, digital mortgages, and credit insurance. They visited Deloitte University Latam, a training, research, and organizational development center for the real estate sector.

Finally, Infonavit presented its financing solutions for the acquisition, construction, improvement, or expansion of homes. At the close of the Technical Mission in Mexico, we visited the Privadas del Parque and Fundación Comunidad Verde social housing project, implemented by COMVIVE Desarrollos in Zumpango, State of Mexico. There, we directly explored the urban context, architectural design, and housing characteristics. This project promotes comprehensive solutions and the creation of sustainable communities in Mexico, within the framework of the UN-Habitat Sustainable Development Goals (SDGs) and New Urban Agenda (NUA).

We extend our institutional gratitude to SEDATU (Ministry of Agrarian, Territorial and Urban Development), BBVA in Mexico, Genworth Mexico, Grupo Vylon, Sociedad Hipotecaria Federal (Federal Mortgage Society), Deloitte University, INFONAVIT, and COMVIVE Desarrollos for hosting the international delegates, sharing their experiences, and for their efforts in making this meeting possible.
